Meet our Executive Leadership Team!

  • Gurpreet S. Malhotra: Chief Executive Officer

    Gurpreet S. Malhotra has been a professional in Human Services for over 28 years and is currently the Chief Executive Officer at Indus Community Services, which is a leading provider of culturally appropriate community, and health services. The agency has six locations and a dedicated staff complement of over a hundred.

    Preceding that he was the principal of his own consultancy and worked at the Region of Peel as the Director of Strategic Planning, Policy and Partnerships in the Human Services Department. Prior to that, he served as a Senior Advisor at the Ontario Ministry of Community and Social Services.

    Gurpreet has more than a decade of experience as a Professor and Program Coordinator of the innovative Community Development Diploma Program at the Sheridan Institute of Technology and Advanced Learning where he also served as a Human Rights Advisor.  He also holds two degrees in Public Policy and Administration.

  • Vinitha Miranda: Director - People, Culture & Governance

    Vinitha Miranda joined Indus Community Services in 2008 and has over 12 years of experience within human resources – for the most part as a Human Resources department of one. She started at Indus as the Human Resources Officer, progressed to Manager – Human Resources and currently the position of Director – Human Resources & Strategic Development. As a member of the Executive Leadership Team, Vinitha is responsible for supporting Indus’s long-term strategic objectives and is responsible for providing comprehensive human resources support across the organization.

    Prior to joining Indus, Vinitha spent over 8 years in the hospitality and community healthcare sectors. She has a Bachelor of Commerce from University of Guelph, Human Resources Management Certificate from Sheridan College, and has held the Certified Human Resources Leader (CHRL) designation since 2014.

  • Navneet Dhillon: Director - Health Services

    Navneet Dhillon has 6+ years of experience in a Health Services setting, overseeing multiple sites and seniors programming.

    As the Director – Health Services at Indus Community Services she is responsible for managing and overseeing the planning and delivery of culturally sensitive, language specific programming for frail, elderly and/or cognitively impaired program participants. She has successfully led the agency through the 2015 and 2019 CARF Accreditation process and is responsible for ensuring that quality improvement plans are implemented and evaluated across health programs. Most recently she has championed the agency’s work with the High Priority Communities Strategy in Peel which has provided support to high risk communities during the COVID-19 pandemic through outreach/education, access to wrap-around supports and access to vaccinations/testing.

    She strives to lead her team of highly talented multi-disciplinary individuals to provide best in class service leading to a positive impact of the Health Services programs on quality of life.

  • Judy Labelle: Director - Newcomer Services

    Judy joined Indus Community Services in September 2022 as Director – Newcomer Services. She brings to this role 20 years of management experience working in municipal government. There she collaborated extensively with organizations and agencies in the non-profit sector to address social determinants of health, enhance community capacity, and foster social, economic and environmental benefits for the Peel community.

    As a member of the Executive Leadership Team, Judy is responsible for leading the Newcomer English Language Training, Settlement, and Employment programs offered by Indus Community Services. She also supports Indus’ long-term strategic objectives and partnerships.

    Prior to this role, Judy worked as an Advisor, Corporate Social Responsibility at the Region of Peel. Earlier roles include as a Manager in both Health Services and Public Works at the Region. Judy is a Registered Nurse and has a Master of Arts (Leadership) degree from University of Guelph, as well as a Bachelor of Science Nursing degree from McMaster University. She has extensive volunteer experience in both Peel and Halton regions.

  • Amanda Surujpaul: Director - Family Services

    Amanda Surujpaul, a dedicated leader of social equity, brings to her role as Director – Family Services, over two decades of diverse experience supporting housing, shelter, and community programs with a focus on women-led families, aging in place, gender-based violence, community safety, and mental health.

    Amanda developed anti-gun and community violence initiatives, co-leading an annual March Against Gun Violence in Toronto, oversaw a portfolio of over 100 rent-geared to-income scattered homes and mental health housing in Toronto’s west end, and advanced on-site mental health and harm reduction services in Peel youth shelters.

    Amanda holds an Honours Bachelor of Arts degree in Gerontology and Health Studies from McMaster University, an Executive Programs Leadership Certificate from the University of Toronto – Rotman School of Management, and a Master of Education degree with a focus on Community, Marginalization, and Mental Health from the University of Ottawa.

    In support of Indus’ long-term strategic goals and to drive systemic change, Amanda fosters meaningful partnerships and connections to build brighter and more sustainable programs for communities in Peel. Leading the Family Services team to perform within trauma-informed and culturally responsive best practices is also at the center of Amanda’s work.
